As stated in the quote above, allegedly, the Fedorov Avtomat we have in Enlisted is a Soviet-made improved 1920s version? (I don’t think the model is correct then, though).
In any case, The original WW1 Fedorov Avtomat model 1916 or 1919 could be added with BR2 stats as a performance-wise more historically accurate EVENT weapon (NOT tech tree). -
Fedorov Avtomat model 1916 reportedly had a version with a 15 rounds magazine and didn’t have the metallic front portion of fore stock:

Unlike BR5’s Fedorov Avtomat (which I won’t use in late war battles), Fedorov Avtomat 1916/1919 would have much worse stats, suitable for BR2 and early war battles.

My Soviet Assault Engineers squad is collecting dust without any use (since I won’t use Fedorov Avtomat in late war battles or AS-44 in general), and Fedorov Avtomat 1916/1919 would give life to this squad on BR2 (and for me in general).

Germany has an “assault rifle” MkB 35 III on BR2, and Fedorov Avtomat 1916/1919 could be a direct counterpart (with identical stats, for all I care).

Obviously a BR2 assault rifle shouldn’t be added to the tech tree, and should be limited to 2-4 items via an event.

There is historical data showing that Fedorov Avtomat’s last use was during Winter War and Moscow Regional Defence Militia stockpiles, so it’s limited deployment in early war scenarios would not be as insane as in Berlin.

Barely controllable full auto recoil/dispersion and relatively low rate on BR2 of fire would represent the real Fedorov Avtomat much more realistically than it’s steroid laser beam version of BR5.

My original proposal was to nerf and reclassify BR5’s Fedorov Avtomat down to BR2, but evidently removal of already added content is never going to happen.
Now then, how would BR2 Fedorov Avtomat (1916/1919) be different from BR5 Fedorov Avtomat (1923):
A) Fore stock configuration (1916 had pure wood stock while 1919 and 1923 had metal reinforcements):
B) Sights (1916/1919 - ladder sight with a long vertical bar, 1923 - sector sights):
C) Stats (lowest realistically possible stats for 1916/1919 to reflect the flimsy and unreliable nature of the early weapon variant and strong recoil from automatic fire, which was not even advised by Fedorov himself) – as similar to MkB 35/III as possible.
NB: the Fedorov Avtomat model we have in the game seems to be not the 1923 version as claimed by @Euthymia07-live , but an earlier one, as evident by the vertical sights:
