No, lol. People in the army would take full gear and jump on command as part of the training. Stamina has a recharge rate of ~10%/sec, meaning you need to wait FIVE SECONDS just to hop over a fence if the hitbox bugs out for the 1000th time. Who cares you are getting shot at and you need to make it to the other side to survive? Game decided you need to wait five seconds

Again I disagree. Not just no aiming, no shooting either. Plus slowing down the run and gun through making stamina a valuable resource to manage would benefit game play.
If you are not managing your stamina well you will be caught in the open with your pants down for everyone to shoot so yeah, you already have to watch your stamina.
Again, jumping alone is not going to save you, it will only give away your exact location.
You want a blanket nerf on any jump. This is BOTH problematic towards getting past fences in game, as well as problematic in terms of realism towards how people jumped in real life. Those two issues are not connected to each other.
It’s way more than just fences. Trenches. Cabinets that let you get up into an attic. Ladders. Barbed wire. Sandbags. If ALL of them would be fixed, we could have another look at this. But until it is fixed, big, hard, fat NOPE against further nerfing the stamina usage of jumps.
As my point of view has actually been built up by giving examples, proper argumentation and objective facts, yes, it does.
The developers are already nerfing bunny hopping in a different way, making your suggestion redundant.
You entirely forgot that you need to jump many times to climb 90% of the stuff in game.
You forgot that soldiers would jump as part as stamina training in the army, making them able to jump many more times than you are suggesting to be the limit.

Jumping OVER a trench is not the same as climbing from trench. Jumping successfully over a trench should also be skill. If you fail, you will fall into a trench, your stamina is low, you failed in timing your jump, live with it.
Which is a much larger requirement than you make it out to be. This game has been in development for much longer than you think. If they were able to fix it easily, they would have already done so.
