Purely from an economical standpoint, they would never include the option as the game will get banned as a result in a bunch of countries, leading to legal issues for users who bought stuff in those countries, as well as losing out on future revenue from potential customers in such countries.
Historical accuracy etc etc etc etc is an entire moot point as the developers will never purposefully shoot themselves in their financial and metaphorical foot.
