Ppd40 is one the best SMGs on BR5 even if you don’t believe SMG are strong enough for BR5, you objectively need to understand that it still better performing than Király39M or M1928A1 50.
SVT-40 is already the best BR4 semi-auto TT rifle🤡
DT-29, well it has high recoil and I must agree that it could use a little buff but there is literally no point in pushing down to BR3 because that still won’t solve the recoil problem.
DP-27 and DPM are already BR3 so what good would moving down the sole BR4 TT LMG?

I have been playing with a couple of friends new to the game on BR1 Germany, and the only way that USSR has to win, is having superiority with full BR2 squads and stack players. Sorry man, but it’s more like a skill issue than a real “balance” problem.
If Soviet SMGs didn’t have better dispersion than other SMGs they can absolutely move them down the BRs - but being better then semi auto rifles in mid range combat should matter in BR placements.
I agree that ppd 40 shouldnt be br 5 but it being br 3 is just stupid idea. In br 3 germany has zk 383, mp 35/1 and beretta m38/42 that are all way worse than ppd 40. Also you already got ppsh 41 box in br 3 which has less dispersion than any other smg in the game + 1200 rpm.

A few SMG actually do well, like the 100 round Thompsons and I never seen anyone suggest Cönders should be BR4 because “SMGs are too weak for BR5” but ARs are just more versatile so most people use those.
Until DF goes to a 0/0 match making (which I don’t believe will ever happen) it is kind of moot to worry about battle ratings of some weapons. True, a few guns currently rated at BR5 should not be BR5 but BR4. Of course, that is moot because most likely that gun is still going to be used in BR 5 matches because of the current match making method. So, until DF unclears their mind and gives us the 0/0, it really does not matter unless we’re talking about lowering weapons a couple BR rankings, and I don’t see many BR5 guns that should drop to BR3.
