I dont think that matters no more when japan has tanks with less than 1 build, Ho-i only 30 of them was built and the Devs added it.
not to mention we will have stuff like Tiger 2 in Moscow/ Stalingrad, or IS-2 in moscow soon. And the Devs defended it yeah, so its happening

Never say never yeah, after i saw them added Ho-I its great news, that means Chi-To and Chi-RI is now possible. To be frank at this point is extremely likely to see Pershing at some point too
