I want to confirm that ALL Paratroopers are BR5 and there is no way to change that? When I have all BR2 squads, when I add in my Paratroopers, game changes to BR5. I am unable to equip the BR5 guns to lessor BR guns.
Am I missing something?
No, they’re not.
Soviet paratroopers can swap weapons for lower BR ones, or you can currently purchase BR1 paratroopers for Germany.
All other low BR paratroopers are currently not obtainable (but they do exist in game).

Sometimes I wish all Paratroopers were BR5… but yeah that’s not the question.
What BR level is your paratrooper squad?
My US and German are BR5 no matter what and my Japan is BR4 no matter what. My Russian, through this thread can be changed because either guns can be swapped, but that is the only one it is possible. Not sure the rational behind that.

There was never any discussion of the ability of soviet para’s to change weapons - it just appeared.

Yeah, it sucks that ONLY the Soviets have interchangeable weapons. I can only use my Allies paratroopers in level five. I have three German paratrooper squads, level one, two and five and one Japanese which I think is level one, but I can’t remember as I don’t play Japs much, and of course my Soviets where I can play anywhere. It would sure be nice if DF would change all the other factions to interchangeable weapons so we can use them where we want.
