T-28E has enough HE filler in its APHE to destroy a tank in one shot.
HEAT, solid AP and APDS shells need to take out each crew member one by one or hit ammo rack, which is difficult to pull off.
67mm of pen with amazing TNT filler that explodes every German tank including of their BR3 Panzers. While PZ3N struggles hard against every BR2 Soviet tank including T28E as their armor is spaced had has various thickness their little mg turrets love to eat shells (or ricochet) and only kill mg gunners but not explode ammo racks.
