The two new options for backpack slot I suggest are the gas mask that has been talked about a lot recently, given the uptick in WP spam, and the mine pouches, which have been discussed before, but could give a very good counter to the grenade spam.
First up, the gas mask:

Putting this option in the backpack slot instead of the binoculars slot like what has been suggested would work to help balance in multiple ways.
- By taking the gas mask, thar character could no longer carry multiple grenades. Reducing the grenade spam.
- Flametroopers don’t have access to a backpack slot since their fuel tank takes it up instead. This gives a solid counter against flametroopers being able to move through gas, as the two combined would be far too powerful.
The second suggested backpack is mine pouches.
Grenades can take a lot of enemies down at once, can be used in quick succession, and take very little pre-thought to use, yet grenade pouches exist.
Mines on the other hand, usually don’t take out more than one or two enemies per AP mine, require time to manually place, pre-thought to map out routes that enemies are likely to take, yet you are limited to 1 per character. They can really slow down the enemy, but really are only truly useful if used on defense. In addition, once a player is aware that an area is mined, they can keep an eye out, identify and shoot mines to deal with them, whereas grenades cannot be.
Adding mine pouches as an alternative backpack could help against grenade spam both by giving an alternative to grenade pouches, as well as enable minefields that could help reduce incoming attackers armed with copious amounts of grenades.

This could be useful, hopefully bots could equip them automatically. These could be even more useful depending on what the new grenades keofox hinted at are.
Your goal of reducing grenade spam is a good one, but I really just can’t support more mines. I don’t see how this reduces grenade use, it only adds another frustrating playstyle to the game. Mines slow down the game a whole bunch and constantly watching your feet to avoid mines is tedious and takes away from gameplay. The other thing is that a mined area makes your bots even more useless. They casually step on mines and can even get you killed. New players also will suffer, potentially not knowing what killed them at all.
I think this is adding another frustrating playstyle to attempt to reduce a frustrating playstyle. Nothing is really solved here.

At the same time, a function of one-click layout of minefields is also needed.
And it is forbidden to insert mines on the spawn points like magic candles.
Phosporus doesnt just damage lungs, it burns skin and flesh

But it’s the toxic smoke or gas that denies the area. The phosphorus burns out in less than a second.
“Hey guys WP is absolute cancer and takes 0 skill. Anyway we should decrease amount of it and increase AP mines as they definitely arent cancerous”

Yeah. That makes no sense that a gas mask magically makes you immune against phosphor.

As I stated, there are a couple ways that it reduces grenade usage, the most noticeable being that it gives a viable option to replace the grenade pouches. Right now the only options are more health/repairs, more max ammo, or more grenades. Most people just run perks that make medkits more worthwhile, ammo boxes to get more ammo, so that only leaves grenades. Something of at least near equal value needs to be introduced to make people consider that option over grenade pouches.
Only to a certain degree. Mines still have to be set in advance. The AP and AT mines are really only useful when on defense (when setting up actual minefields). In addition, they can’t be thrown at a distance like grenades can be, meaning you have to be standing in the area that you are placing them. That is a LOT more risk and circumstance to be useful than what grenades require.
Yes they slow down gameplay, but so do molotovs, WP, frag spam, etc. The thing is that once they are gone either by shooting them or getting killed by them, its unlikely that they will get replaced. Unlike grenades that can just be tossed right in that same spot again.
That’s not really a valid argument as it tells them exactly what they got killed by in the kill feed. Unlike some other things like artillery or various tank cannons which just say “explosion” or “x mm weapon”. It actually tells you “killed by anti-personnel mine”.
Considering it would likely only be used by those interested in setting up defenses, I don’t think it would be AS popular as grenades, but unlike grenades, it is easier to counter. Plus, it still costs 2 silver orders per mine, whereas grenades only cost one. Personally I absolutely despise the grenade spam, but have more respect for the player that killed me with a mine.
Did no country issue flamethrower troops with gas masks? It seems like it would be a natural pairing.
