Why is the USA the worse at building rallies?

Seems to me the USA teams are the worse at building rallies. Before you say I have a skill issue, it’s not me. I have plenty of experience with all armies and build rallies often. But, of all the teams, the USA seems to be the most clueless on every BR level.

Noobs and even players you would think have experience, just do not bother building rallies. Why is it that mostly the US sucks at building rallies?

As a US main id like to say that’s not true, but compared to an average day playing as japan it’s pretty bad.
IMHO it could be “just can’t be arsed syndrome”.
(edit) tends to be ok on BR 3 and up. Might be that very new players start on USA.

Many people only play 1 or 2× a month maybe and have no builders. 90% are just bad teammates
