Because you’re trying to post in the now “old” Suggestions category. It’s now archived. I can’t post a new topic there either. You are able to comment on existing threads though.
If you click the Forum icon top left (or click All Categories), you’ll find the new Suggestions category. 
Hopefully, the site admins will move the archived suggestions and replace it with the new one in the left-hand quick links
