Why does only moscow have always 45-50 seconds queue time?

When ever I queue for moscow I basicly always sit in queue for exactly 45 to 50 seconds and not more 95% of the time regardless of time.
But othere campaigns have queue times always differing and often even way longer than the exact 50 seconds max compaired to the moscow queue time.

Does moscow have special queueing rules?

Even Soviet players go to Berlin since the update due to the new IS-2 model 1944 and the AS-44. Wait for awhile till the Soviet players unlock the new stuff.

This wasnt a recent change it was like that for forever.
