Why can't we get top-tier soldiers from BP?

I’m tired of Tier 2 MG gunner and Tier 2 pilot. Especially for pilot. Grinding Tier 3 pilot squad is a looooot of work, why can’t we just get Tier 3 BP pilot?

I wish we could “level” or downgrade their ranks

The only people who benefit from level two BP soldiers are newbies, but for the rest of us, they mean nothing, so let us send them to the rear and at least get some silver for them.
