For example when it says it “weapon changing speed”, what does it mean? the switching from one weapon to another or the faster ammo changing?
Is there a page with more details for each trait?

this would be reload speed. the descriptions are accurate and self explanatory, you can take them at face value

Yeah, they are but im honestly not sure if “Reload speed” applies for AT-weapons, for example.
I’ts not a recommended perk for AT-Gunners.
Can you enlight me here?

Yes, it counts for any weapon that reloads
