in fact, no, if there is no player nearby, then they can be easily caught with a shovel and a canteen. In one of the updates, the depth of this reservoir was changed, which is why you can stand in some places.

My great uncle used to “fish” using dynamite sticks. Could buy it in department stores apparently… (yes it was that easy).
Use those tnt bundles and get those fishies!!!
