I was trying to play the Tunisia map, so I brought along squads from Italy and the German Afrika Korps, but they ended up in Berlin. And when I brought along a squad from the Deutscher Volkssturm, they ended up in Tunisia. Does the map change depending on the time of day?

Not time-zone specific. It’s kind of a luck of the draw. Even with preferred maps selected.

I play Tunisia all the time in my own custom matches, and since the update, the enemy ai bots have become quite aggressive. 
But if you want specific maps, then more then likely you will need to play in custom matches.

Matchmaking is not map/campaign based but rather BR based
Some maps (like Tunisia/Moscow) is locked in the BR range of 1,2,3 while some others like (Pacific, Normandy, Berlin) is open to all BR ranges
Also it doesnt matter what time zone it is, rather its based on chance and BR
