you know I thought I was one level away from unlocking ppsh just to realize that I am at level 22 and its level 24 I have already finished 22 but for some reason the game still thinks that I am there

Some levels of Stalingrad are only available to full access buyers.
Full access pack is no longer available for purchase. “paid” levels are invisible and unavailable to free players, but still have to be researched through to progress.

I for some reason decided to play stalingrad when it released even tho I didnt buy the full access I ended up getting burned out because I wasnt making any meaningful progress I am just gonna unlock ppsh and leave it there

Some levels for non premium pack owners are hidden. Unfortunately you need to grind them too, even though you can’t use them. It’s annoying and frustrating, I get it.
