That still wouldn’t work in invasion, because then people could run out of squads, leaving the game to be 4 top tier players just slowly slogging it out between each other and destroying the pacing of the game. It would also make it almost impossible to attack, as now the low tier players will basically lose all of their spawn points eventually and slowing the assault to a grinding halt.
At least in Moscow, it is fine as it is imo.

Rate of fire is a bit better than bolt action and effective range is almost as good as bolt action but…
Only 5 ammo magazine and not so quick to reload.
Only use it until semi auto is available.
Better than bolt action at short range.
Worse than semi auto at short range
Worse than bolt action at long range
Worse than auto at short range
Better than SMG at long range
