This is mainly a sugegstion for high tiers (shoudl reward the grind after all):
There are two very real tanks we can add to the tech tree or as an event/premium: the su 152, and isu 152. The is2 cannot reasonably content the top picks for germany and japan at the moment (but the kv 2 can 
). The IS 1 also should get apcr to fight the german tanks imo. I am not desperate for the t44.
I also agree that the body armour is breathtakingly overpowered bonus for soviet mains. But, all this seems futile to encourage people to play this faction. Not sure why.
We can remove the body armour, but give the soviets more tier 5 weapons, like avt 425, and split the fedorov avtomat into 1919 and 1923 versions. I think the faction needs to be made a little more fun to play; that will be its greatest buff. The 7.62 fedorov with 25 rounds should also have its ROF fixed. no one will play this weapon, and that’s the biggest problem. we need to encourage people to play the weapons given to them. its pointless to point at this weapon, and say its fun because its silly. because its silly, no one plays it to get satisfaction.
At the moment, it seems that default tier for USSR players to flock to is BR 3. I think a little consideration for gameplay is in order at tier 5. Most noobs don;t know how to play infantry after all, so we need to encourage stronger players to choose soviets as their playground. At the moment, the level disparity in soviet teams at tier 5 is quite bad, with pleyers performing worse than bots paired up with sweaty four stacks using the meta advantages given to them. This is not diverse, nor fun gameplay. Players need to be encouraged to pay solo.
