Yeah, eventually. You couldn’t customize paras in Normandy from the start.
That’s the funny part. You actually could, but only premium ones. And with terrible option to choose from.

I am sure I could. I was triggered that I can’t put helmets on American but I could change their outfits from get go.
I am not sure about Germans tho.
Edit: Germans hadn’t have customization. You’re right. Then they added different coloured torsos but no matching helmets. So it was kinda irrelevant anyway.
Events one are those ehich came already with customization options, but completely unrelated to their class.
Am I right?
