Yep, Axis only get their sweet war time tanks designs with sloped armour starting at BR4 while Allies already have them at BR3.
Thats why BR2 Axis struggle hard against BR3 Allied tanks while its Allied BR3 tanks suffering against BR4 Axis tanks.
It doesn’t sound so bad if you put it that way, but it’s still quite a struggle for new players who you’ll mostly see with Panzer IIs or Pumas/Sd.Kfz. 234s
well yeah, BR3 will get downtiered very very often while BR4 gets uptiered more often because BR5 cannot get uptiered so they suck out most BR4 players.
Chances are a “BR3-4” match is actually just 17-18 BR3 players and 2-3 BR4 players.
Sometimes I feel like many players are even from BR1 in BR3, plus some players who just take up vehicle space without providing real support. BR5 usually has good balance since automatic rifles can do something against Soviet body armor, as well as better AT weapons.

Its in PanzerCorps II as a command tank and the choice for that seems pretty obvious, the Panther’s turret is much taller and has a different crew arrangement than the Panzer IV turret.

The Panther hull was not designed for Panzer IV turrets and cannot fit the whole crew. Most likely it has been modified to fit all of the crew or exrta radio sets.
PanzerCorps II doesn’t need to model the interior of a tank, while War Thunder and Enlisted does need to model crew members, ammo racks, components ect inside the tank, even if we don’t see them.
So adding the tank might be more difficult than it may seem, though not impossible either.
AFAIK the turret is fixed and the gun is a dummy gun. This is a command tank created by bolting the panzer4 turret onto the Bergepanther chasis.
But let’s assume dev did manage to make one that have fully functional turret and gun. It will most likely be br4 consider the good hull armor and the gun is comparable to the US 76mm and USSR 85mm.

That might be true, but if you’re facing tanks like the KV2 at BR3 it’s not so bad. The Jagdpanzer 4 with a shorter gun, for example, has less armor and is BR4.

One simple change that would also help a lot (along with hetzer and pz4/70A at br 3) is giving the pz4h additional track armor.
And 105 Sherman is better than m4a2 along with arguably the kv1
it would help a little bit, but the hull is fine with 80mm armour for BR3, the turret is stuck with 50mm of armour and 30mm at the shot traps which cant be covered with track armour so its a placebo at best. The idea does exist in game with the uparmoured Panzer IV J (old Berlin premium, not sold since merge).
It would still help especially against infantry
And it would give the 76mm of the Americans more of a use
I think the best option is to just move the Jagdpanzer IV down to BR3 where it belongs.
