Medic healing nearby teammates more often

Prioritize Medic to come healing player when called, not the nearest non-medic bot. Because they will lose their own medkit instead of keeping it to heal themselves. If no Medic available nearby, prioritize the bot that has spare medkits (via. from them equipping backpack)
