Because of USSR guns being better than other teams no one playing other teams (in Eu and Ru servers idk about NA). for example PPSH is basically laser gun and because of that every time enemy team becoming uptier i’m br II in Germany and Japan teams and every game USSR is br III. Its very annoying. Yall know how good is SVT-38. and i’m trying to counter ppsh41 box with Beretta M1918 but at long range its trash. People even using ppsh41 as a sniper. And Japan don’t even have a weapon to counter ppsh41.
Actually you mention three of the major problems with Enlisted.

That people get uptiered or downtiered because of BR +/- 1 which creates many totally unfair fights where one side has many BR+1 and the other has many BR-1. A lot of us has been asking for BR +/- 0 for a long time but so far to no avail.

Japan has been neglected for a long time with no new weapons. This is partly because historically Jap didn’t evolve their arsenal as much as other nations and if new weapons were to be implemented it would probably be fantasy weapons or captured ones. Still it makes Jap weak against other nations.

Developers has a soft spot for USSR and give them overpowered weapons (especially their SMG’s) and gear (body armor) that the other nations hasn’t got acces to. Every time people bring this up it is totally ignored by the devs.
Besides that it seems that a lot of players who play USSR deliberately play in order to get downtiered just so they can slaughter uptiered players.
Only solutions I see is either suck it up or change faction because it is, unfortunatly, not something that is likely to change.
