Have a legacy Japanese Flamethrower II soldier with pretty good stats which I tried to upgrade to five stars. No matter how much I play with him, I cannot upgrade to more than two stars. Even soldier upgrade orders don’t help, they simply don’t work for this soldier. Had no problems doing the same with a radio operator II.
Is this a bug?
