The forum account and the game account are two separate entities, they are just linked together. You can have a ban on one and not on the other.
You don’t have to be playing the game in order to be able to like forum posts. You only need actively play the game to be able to make forum posts.
There’s no reason for his forum account to be banned. As he didn’t break any forum rules.
(On the contrary, if you were to get perma banned from the forum, it will not affect your game account)
He can just like and read not write

It was really sad that they removed the BP store! Although I bought all the weapons of my favorite nation and many other relevant things I feel sorry for the new players who won’t have this opportunity!
