I can’t figure out whether this guy is at +15% or +75% or +90% (75+15) medpack usage speed.
15% is the starter perk, +75% from perk selection.
Any idea?
Ok, after scientifically blowing up myself a zillion times, got to the conclusion that this guy is healing insanely fast.
A normal 8.5 sec medkit fixing takes around 2 sec with 75%, but this guy gets patched up in less than 1 sec with that 75%+15% combo. I love it. 
no vitality? heresy.

That’s cheating. If I get blown up from an explosive pack, I expect to require medical attention for at least 1 second, anything else is unreal.
