I was looking at the patch notes for the update and saw there was nothing regarding the Soviets Bodyarmor.

Give everyone armor then, also the chance devs removes something especially something that people paid for is highly unlikely.
The currency to get it in game is dirt cheap. You don’t pay money for it etheir. This isn’t removing it just making it not have an OP advatedge. For context it gives you 15 HP when weapons are balenced around 13.5.

To be honest, I doubt the Dev’s will ever do anything about the Soviet body armor bias, other then tell us they “don’t want to make a knee jerk reaction!” I think their bias is too deep.
In reality, they don’t have to get rid of it, nerf it, or even give it to other factions. They just need to change it to reality and “ONLY GIVE IT TO ASSAULTER ENGINEER’S”, the ONLY Soviet soldiers who actually wore it. This would cut it down to what, one or two squads? I think less people would complain if it were actually made historically accurate. But, since when have the Dev’s cared about historical accuracy? 
Players need to keep badgering the Dev’s about it till they either address it and make changes, or tell the players to STFU, which IMOP, would not be the best option. 
If the players stop bringing it up, the Dev’s will never act on it…If they ever will anyway. This is the same with things like the horrible AI squad bots. If people shut up about them, the Dev’s will never improve them…If they are capable of improving them that is.

So what if it takes 2 shots? I expect to use at least 2 or 3 bullets anyway considering some will have medkits

Why not we put a BR on body armor? Or maybe apply a debuff to mobility for body armor?
-run speed, -change pose speed, -ADS speed. Big bulky shite all around your joints and hinges makes you move more “deliberately” (slower).

Well it would be different if this was a medieval game. But it is indeed not a medieval game but a world war 2 game
Did the Soviet privileged elite want to maintain the effectiveness of their body armor? That was easily done—simply by enhancing the armor-piercing capabilities of the ammunition used in machine guns and semi-automatic or fully automatic rifles.
