I think I found the reason why they don’t give the highest class of soldiers in Battle Passes.

No, no, I did. Still lost 15K in total. Had to retry that many times.
I can’t tell you the millions I spent across all factions for top tier soldiers. You are lucky to get 10% and then the game makes sure if you buy in bulk it is easy to send that guy to the rear.

Its an obvious scam - but we never complained about this much, just like premium unit prices.
Sometimes things are bad enough for us to not have the patience to deal with it.

One could argue that they’re not and having all soldiers come with the maximum amount of perks they can have would balance things out.
Same with the weapons. Most people don’t use guns that aren’t fully upgraded, therefore having an upgrade system is meaningless. It’s just a Silver dump.

Would be cool if you could choose between different types of upgrades (more rate of fire vs more damage)

Exactly! Or if you could only upgrade it after a certain amount of kills. Something more interactive other than just “pay Silver”.
What is even worse that this very expensive soldier when used by the AI will just stand in the middle of the open field & gets shot… instead of following your main soldier into a cover.
