Honestly, after making this video, I think I’ve decided my favourite is Moscow.
But I saw another thread “Some help for beginners” here just rate campaigns in terms of F2P and P2W players which is such a negative way to look at it. If you’re good at the game, it’s irrelevant whether you pay money or not. I win 95% of my games on Berlin with just bolt actions, and supposedly that’s the campaign that P2W players would do the best on.
Anyway, here’s how you SHOULD look at each campaign:

There is a big difference, Stalingrad and Normandy are basically worst campaigns for F2P beginners (from my experience).
I ain’t a P2W player but the 2 campaigns are probably the best if you will just spam Panzer 4 and premium squads.
Pick what you want, nobody cares.
What is wrong with me rating campaigns?
If you are a F2P, just play Berlin or Tunisia.
If you are Elon Musk and you are going to buy premium for life and pay for absolutely eveything, AND buy every single premium thing, play Normandy or Stalingrad.
I thought Tunisia was the best Enlisted campaign to complete the 25 AT rifle kills assignment yesterday, launched it only to find @MajorMcDonalds with other high level players (idk squad or not) push through each objective as Axis lol gg.
The next Tunisia match was the exact bot farm I expected suitable for the 25 kills challenge.

Best campaign is all campaigns, all factions.
Just would probaby add that Normandy, M1 Garand and Thompson are ‘iconic’ to the players west of Berlin, while to the east naturally Moscow, Berlin and PPSh-41 with T-34 are what makes people’s boats float.
