Spool time for operators

Hi,

here an idea for a change how artillery or more precise its timer works.

If you call artillery shortly after the timer ended you get a penalty on your timer.
Calling artillery multiple times shorty after timer ended increases penalty.
Penalty dimishes when you dont call arty for a longer period.

Example:
1 artillery strike = Normal timer, lets say 30 seconds.
2 artillery strike after some minutes = Normal timer, 30 secods.
3 artillery strike 15 seconds after timer was ready = + 15 seconds penalty.
4 artillery string immediately after timer was ready = + 30 seconds penalty.

The numbers can of course be tweaked.
The idea behind it is, that you shall call arty more mindful.
