Those are people who disconnected/quit the battle probably during early game.
As for the lack of player, is weird but probably will slowly filled in with bot or player, it was especially common before merge where certain campaign is empty from one side.

I can not understand why a game would start, without, even the bots present, and 10 a side.
Why your enemies are called either dick-something or penin.
