just needed this. your processor is ok, but 1050 leaves a lot to be desired for gaming. specially cause yours is laptop edition. desktop version of 1050 is ~10-30% faster. idk what is your resolution, but if you put it on 1080p with low details there could be problems with 1% lows (aka stutters/choppiness).
so far i would do 2 things:
first thing is to update your drivers. under product series select 10 series (notebook) and under product 1050.
and second thing is to clean your laptop from dust if you didnt do it recently. if laptop is overheating it could easily impact performance (though i doubt it with those parts).
if those 2 things dont help you will need either to upgrade your computer, or put enlisted on 720p low settings
dx12 is just info from dxdiag. he doesnt actually run game in dx12.
the fps freeze while aiming has been for a while although usually after certain patch game optimization broke especially during the “High Caliber” Update optimization was poor mostly due to the CPU code issue while VFX was contributing on this.

I play on my own settings and have a stable 60 fps. I only get drops when I record gameplay and at the beginning of the game.
And I don’t play on the lowest settings because I like it when the game looks pretty.
Is almost the same spec with the gfn cloud and the game run at costum ultra withaut problem (even with a basic 1050 some time) so OP problem as @robihr said is the laptop 1050
I think the pacific FPS drops because of the foliage. I can play Tunisia fine with minimal problems and then go the pacific and the FPS significantly drops.
1650 should be better than 1050 Ti. as to why your wife’s laptop is worse than yours is a mystery. could be badly configured laptop, old drivers, overheating or number of other reasons.
