Is there no way to transfer soldiers orders into weaponry orders?

I have something like 500 silver soldiers orders and only 10 silver weaponry orders. I already made a topic about this a while ago, need to adjust the numbers of orders you receive.
Example : Soldiers orders are for soldiers (silver to buy them, bronze to upgrade them) and that’s it. But weaponry orders are for everything else (buying weapons, upgrade weapons, equipment (grenade, bags, mines, melee weapons, flask, binocular, repair tools, medkit) also used to upgrade tanks and planes)
I think we spend much much much more on weaponry. Gonna need to earn 20 weaponry orders for every soldiers orders to balance loll that’s not making any sense.
Maybe the best thing to do could be to just make them the same. Bronze is bronze, silver is silver, no matter what you need to buy. Keep gold orders as it is.

With the merge, bronze and silver orders will be converted into “Silver”, a common currency.

I hope for something like that yes, but i don’t know for sure. I can only guess what will happen with the merge (if it arrive someday)
