I think that indicates how much perk points you have left
If you used up 4 perk points, that means you got 1 left
Pretty sure OP meant that the soldier has no vitality perk, as in its 0

Well, it’s always been that way.
Everyone has 2-4 2-4 2-4 points, then there is an adjustment to the soldier’s level and class.
Therefore, those who have negative class bonuses may not have any of the skills at all.
