As you level up the RNG for acquiring specific soldiers through bronze orders becomes beyond tedious. I suggest adding the option to buy 'Soldier Sets" for 2-3 bronze orders. These sets contain 3 soldier types of which you receive 1. So if you purchase a “Infantry” set you get 1 of either an Assault, Trooper, or Gunner. If you purchase a “Vehicle” set you receive 1 of either a Pilot, Tanker, or Attacker. If you purchase a “Specialist” set you get 1 of either a Bomber, Engineer, or Sniper. So on and so forth. This would maintain some form of RNG while lessening the frustration.
Spend 1 bronze order - get 1 random soldier. Spend 3 bronze orders - get 1 soldier of a set. Spend 1 silver older - get the 1 soldier of your choice.
