Are retraining points still earnable? i’ve been gridning a squad but it seems i’m not getting any. or was this changed with one of the new updates? haven’t played in a while.

yes, You can also use training order that gives them a level if you got one.
New premium squad soldiers start with 5, but they can’t be earned anymore. Its the one aspect of the new solider economy that has caused trouble for me, since the new system is both much more fiddly, and requires much more grind than the old “3k per retrain, unlimited storage” system.
