Is there a list somewhere that states max perk points for each soldier type and level for mobility, vitality and movement?

You’d be better off asking what the meta builds are for each class) Everything has already been standardized over the last few years. Usually, there are 2-3 builds per class or soldier. That’s much more useful than wasting your time trying to figure out the best build yourself.
Btw We matched up in Rzhev a couple of days ago, I thought the nickname looked familiar xD
