There are “soldier level up orders” that you receive from the Battle Pass. Where are these kept so I can see how many I have? I’m trying to level up my soldiers rank, but I don’t have enough bronze orders to do so—and the soldier level up orders aren’t being presented as an option.
The name is misleading, but the soldier level up orders don’t increase the star level of a soldier, they allow you to skip the xp needed to actually reach that level.
Hi! Soldier level up orders level up perks, they won’t level up a soldier’s rank. You can see them by clicking on an empty perk slot.

But you cant see how many vehicle and weapon upgrade orders you have, until you try to upgrade, correct?
