The animation to stand up after laying prone on the floor is ridiculously fast, and you can currently keep aiming while standing up. Not only is it unrealistic standing up without the use of your arms but I have seen it used a lot combined with knives, having people pop up from the floor and instantly stab me isn’t exactly the most fun experience.

Well, the OP is not wrong. Soldiers’ movement in general appears to be too generous when it comes to moving upwards, it becomes particularly evident when people run uphill sprinting on steep slopes as it was flat terrain. So I agree, standing up should be slower than laying down.
Although I understand that caution is necessary, because changing soldiers’ mobility is an apparently small thing that can possibly change the balance of whole maps instead.
