There may not be all the options, but having a small set of free customization options would be good.

In the very least the basics should be able to be bought once and applied to every soldier I want thereafter.
But I doubt this change would happen, cosmetics make a lot of money.

It will never be free, the Dev’s gotta make money somewhere on this free video game, so I have no issue with us having to pay for uniform changes. However, I think once you buy a uniform it should be available to use in any squad on in any theatre.

No, skins should be definitely monetized in every live service game.
The real question is whether appearance orders should be removed and skins be available only for gold.
I’d say the game already gives you plenty of freedom for custom appearances with cosmetics and skins. Still, while this raises the upper limit for creativity, it also lowers the bar for aesthetic quality.
Its better if we can use silver
