Most of the shotguns were used in pacific cqc combats by marines but not in europe. Since pacific was very heavily infantry based war.
Also soviet have no standart issue shotgun except some irregular territorial guards.

Only shotguns I have are those i got from the tech tree. And my pacific medic squad uses them but moreover for that funny whip sound that makes me laugh.

They are only accurate for the US. The Germans only had shotguns issued to pilots in Africa and Soviets probably handed them to militias and partisans which makes them illogical to appear in Berlin.
