It seems that the number of soldiers you can send to the rear (I.e.-delete) is limited, although I can’t figure out the limit as it seems to work randomly.
Anyone know anything about this?

It’s not limited. It’s just that when you take soldiers out of a squad in the managing menu, those guys become unable to be sent to rear. You fix this by exiting the menu and going back to it
