Since I was Given feedback what could be the best Buffs for The Type 99 Rifle, I’m going to make some slight changes

Type 99 Rifle ((Early, Sniper And GL)) base rpm increased to 54 rpm, basically kar98k level although 55 rpm could be more viable.

Type 99 Late Base rpm could be increased to 48 rpm like the carcano m1891
Made this revision because the initial suggestion would simply just powercreep allied counterparts and the Arisaka type 38, if there’s anymore changes anyone can recommended: I would gladly accept it, that’s all, bye!.
