After patch, all soldiers will allways have the same/max stats. If I understood you correctly

Currently you have to draw a soldier with high stats and you can draw one with god stats once in a while. Well, this one has little health, and you probably wanted a +35% health perk.
Randomized stats were a mistake from the start. Vitality perk was also a mistake, every soldier needs it, so 15 red is just automatic fail…
Fun fact, even gold personnel have random stats, me and my friend get different results. It’s not great. Sometimes order is just wasted.
