There’s no M3 in USSR tech tree to begin with. 
As far as I know, M3 can be purchased only trough GJ website.

That is the B-3 APC prototype with steel boiler plating acting as mock armor and weight for testing, In front of the troop compartment it had an open turret with a 12.7 DShK.
Only one was built as it failed initial testing.
