maybe increase chance to down or kill, or crazy idea give them increased destruction penetration like being able to shoot through a door and hit the soldier on the other side instead of destroying it first

I would simply improve their damage dropoff stats, making them more effective and more reliable at mid range than they are now.

The real problem is that the power jump from BR4 to BR5 is bigger than from BR1 to BR4.
Only some gold order Semi autos are worthy of sitting in BR4, most should be BR2 or BR3 weapons.

since most of the semi use the same bullet as ba rifle why dont we also give semi that +10 damage

Reducing recoil should be a good solution. Currently, semi-automatic rifles have much higher recoil and movement penalties than automatic rifles (semi-automatic mode)

Exactly, Semi autos are simply unreliable, the regular 10 rounders are overall just barely better at close ranges than bolt actions, while being remarkably worse at long range fights.
I would pick even a Sten over a M1 Garand every day.
Same for MP40 over a G43, semi autos don’t perform better at medium ranges than low BR SMGs, that’s the big problem.

I disagree.
1vs1 BA and semi are basically equal in CQC (though semis have to finish off downed enemy).
Squad vs squad semis can deal with enemies much faster than BA.
Imo BR3 smemi vs BA rifle is perfectly fine.
