The roadmap says that we will be able to customize the battle settlings to create historical accuracy but will we be able to create custom rules like Pistols only or vehicles only?

yes and no.
regarding the pistol only part,
that cannot be done even with mods.
as you are not able to dictate anything on players as custom profiles for players do not work.
you can change their profile with official ones from past events. though none of them have only knife/pistol loadouts.
the only thing that you can do when it comes to editing profiles, you can fully customize the wanderes bots ( not controlled by players ) as you are pleased. but that’s about it.
you can’t do much on players.
but yes, you can create mods and limit them to aircraft and/or tanks.
( therefore able to do a tank / aircraft mod only )
