Question regarding a weapon handling perk

What does ‘Greater chance to get in downed state on taking fatal damage’ mean? I thought the damage is deterministic in that damages are different constant values at different ranges multiplied by the damage multiplier of different body part. If that’s not the case, how does the damage system work?

Besides what vault stated, every soldier has a base hp of 10,with 20 total to down damage, a gun with more than 20 damage, on a soldier without vitality will always 1 hit on torso, a gun with 15 damage let’s say, has 50% chance of killing in 1 shot, or 50% of downing a soldier.
That perk, reduces the down chance 50%more.

That’s for base soldiers without vitality perk.

With vitality, 13.5 health base, and 27 full health (base hp and down state health hp)
A gun that does 30 damage will 1 hit kill vitality, a gun with 15 damage has a up to 2.5 chance to kill a soldier. Or, will need 2 shots, 1 to down and another to kill him.

Consider that a shot on legs, arms, feet, head and neck, torso, and so on have diferent damage output, and some guns do have multipliers to deal more damage on the head/neck area, making them always a 1 hitkill even if they deal less than 10 damage per shot.

A good issue Somepeople call about “hit reg” issues most times, besides actual internet issues or server issues, is lack of understanding how damage work, and on what parts of the body.
