If my soldiers have a secondary weapon slot, the ALWAYS start withe the secondary weapon equipped…Flametrooper, AT, Radioman,Assaulter it doesn’t matter and it’s MOST annoying…please fix.
On the plus side if no one has noticed, I have been able to pick up AT weapons and flamethrowers from dowed soldiers since the game thinks they are primary weapons.

kinda irrelivent to your issue but fun fact. you can bind a key to “drop weapon” in the “other” tab in controls. its handy for giving your engineer a rocket launcher so you can build an ammo box whenever you run out. also lets you equip rocket launches in your first weapon slot so it counts as your primary weapon and gets the +100% ammo buff from ammo pouches
