It came with that fancy original Steam sale pack last year - thats how I got it. So it was available
No need to turn steam upside down. steam is not a store in the game itself, but it has not been on sale here for 2 years and even more.

Yeah thats fine, I think those packs came later to just enlisted store, but they werent well advertised so I think most ppl missed it.
Legacy squads deff should be rotated in on a more consistent basis.
