It was requested multiple times that the Mp717(r) should be moved to BR4 from BR5 because of its lower fire rate than regular ppsh41.
However doing so would justify moving the Ppsh41 to BR4 as well, which cannot happen because every faction needs to have one tech tree SMG (or at least this is what the developers want).
SMGs on BR5 are niche weapons that are rarely seen in the hands of soldiers because they get heavily out classed by SF rifles and ARs in most scenarios at BR5. Other than a few fanatic SMG fans, most people will only use SMGs at BR5 if they don’t have access to anything better, but it’s such a big waste to force a gun as iconic as the Ppsh41 into the hands of tank crews, pilots and guerillas.
The ppsh41 could potentially see much more use on BR4 than it ever could on BR5 and at BR4 Ppsh41 would be the best Soviet tech tree gun. This change might even give players a reason to play Soviet BR4.
Finally before I get to balancing details, I would like to add that pilots, tank crews and guerillas would realistically all need compact submachine guns which the Ppsh41 just isn’t. The PPD-40 is much smaller and fits aesthetically more.

PPD-40 buffs might seem a bit OP at first, but all BR5 SMGs are really powerful.
I would like to say the the Mp-717(r) is a legacy gun, meaning a limited amount of players have it. While the PPSH-41 with 71 drum mag and the PPD-40 are TT gun, available to everyone. If anything, the MP-717(r) is more similar to the PPSH-45, which has a similar firerate, stats, and is also limited, of course you could get it from sliver chests and Gold boxs (I pray to the gods that it doesn’t ever come back, absolute fucking waste), But is rare to get.

Then play Br 3. You can use the PPSH-41 with the stick mag, then again, almost every dishonorable soviet main, which is 99.99% of them use the Ungarn, or however you spell it
It’s really tough to strike a balance here.
The first category covers two high-capacity submachine guns with a sluggish firing rate.
Then comes the PPSH‑41. It boasts large magazine capacity and rapid rate of fire, yet frequent bullet absorption caused by network lag coupled with mediocre damage prevents it from standing out in combat.
The final tier features assault rifles available for all assault troops, which render older SMGs obsolete entirely, just as automatic rifles pushed semi-automatic weapons out of the mainstream.
From this perspective, a brand-new BR6 bracket is urgently needed to house all assault rifles.
Otherwise, these obsolete submachine guns will remain neglected whether placed in BR4 or BR5.
They do.
There’s another Thompson gun that has this broken 0.20 something dispersion value beside that thompson, and it’s the best BR 5 SMG in the game. It’s available on the event NKVD squad, which is 100 rnds Thompson.
I’d say that would be fair, though it’s relatively irrelevant since not many people have that SMG—although who knows, it could make a comeback like the MP41(r). Speaking of which, shouldn’t the Suomi KP31 SJR drop to BR4 as well? Its performance barely differs from the PPD and PPSh-45; if it had 7.1 damage like the other 9mm SMGs, it would be a different story, but right now at BR5, it falls a bit short compared to its counterparts and peers within the same faction.
